To support the stability of the Canadian financial system in response to the COVID-19 pandemic, OSFI took a series of measures in the spring to enhance the resilience of federally regulated financial institutions.  This session will focus on how OSFI’s Risk Support Sector is adapting its approaches to continue to support institutions’ resiliency to financial and non-financial risks.  The topics discussed will include OSFI’s approach to credit risk monitoring, building operational resiliency in the digital world, enhancing technology risk management and model risk monitoring, including OSFI’s stance on the use of artificial intelligence and machine learning.    

Robert Dougall, Credit Risk Division

Robert Dougall is a Managing Director in the Credit Risk Division (“CRD”) at the Office of the Superintendent of Financial Institutions.  Rob joined OSFI in 2005 after working 12 years in the financial industry sector.  Within OSFI, Rob held a number of positions at the Director level with the Small and Mid-Size Banking group and the Risk Surveillance and Analytics group within the Risk Support Sector, before joining CRD as a Director in 2018. Rob has been actively engaged in the development and implementation of OSFI’s B-20 Guideline, was a key player in the creation of the RESL Transaction Data Call and contributed to the development of the Emerging Risk Identification framework.  Rob holds a Bachelor of Commerce (Honours) degree in Management Economics in Industry and Finance, from the University of Guelph. 

Romana Mizdrak, Model Risk Division

Romana Mizdrak is a Managing Director of Model Risk Division at the Office of the Superintendent of Financial Institutions.  With over 17 years in the financial services sector in Toronto, Romana has worked in various technical roles related to model risk management including quantitative analysis, risk monitoring, and model validation. Romana holds a M.A. in Mathematics and Statistics from York University of Toronto, and a Graduate Diploma in Financial Engineering, also from York University.

John Preiato, Culture and Conduct Risk Division

John Preiato is a Specialist in the Culture and Conduct Risk Division at the Office of the Superintendent of Financial Institutions. John is currently responsible for assisting in the development of new policy and supervisory initiatives related to the operational resilience of Canadian financial institutions. He has previously held roles at the Australian Prudential Regulation Authority in the areas of prudential policy and bank resolution. John holds a Bachelor of Laws and a Bachelor of Commerce (Honours) from the University of Western Australia, and a Graduate Diploma of Legal Practice from the College of Law.
